Paweł Orłowski is CEO of InvestGDA, the economic development agency of the City of Gdańsk. A lawyer by education, he is an experienced executive and former senior government and regional official, having served as Deputy Minister for Regional Development and Infrastructure and Deputy Marshal of the Pomorskie Region.

His experience spans urban and regional development, EU funds, infrastructure and PPP projects, public policy and corporate governance. He has also managed programmes under the European Social Fund worth €11 billion and served for five years as Vice President of AMBEREXPO, contributing to the company’s strategic and organisational development.

Since 2024, he has led InvestGDA, supporting Gdańsk’s economic development, investment projects and major strategic urban initiatives.
